Elementor Hosting plans and Pro licenses are separate. There are some legacy hosting plans that include Elementor Pro but, in general, Elementor Pro requires a separate license.
If your hosting plan does not include Elementor Pro, you will need to purchase and install Elementor Pro on your website.
